In the past few years, the lithium battery industry has developed rapidly. According to the data released by the Ministry of Industry and Information Technology, the output of lithium-ion batteries in China increased by more than 130% in 2022 compared with the same period last year, and the total output value of the industry exceeded 1.Rockncash2 trillion yuan.

The opinion draft points out:

Lithium batteries and supporting projects shall not be built in areas where permanent basic farmland, ecological protection red lines, and national laws, regulations and rules prohibit the construction of industrial enterprises.

It is necessary to guide enterprises to reduce manufacturing projects that simply expand production capacity, strengthen technological innovation, improve product quality, and reduce production costs.

Enterprises should adopt production technology and equipment with advanced technology, energy saving and environmental protection, safety and stability, and high degree of intelligence.

In terms of production, operation and process level, the "opinion draft" also mentioned that lithium-ion battery enterprises should have the following conditions:

Registered according to law within the territory of the people's Republic of China and has the status of an independent legal person

Independent production, sales and service capabilities of related products in lithium battery industry

The annual expenditure on R & D and process improvement is not less than 3% of the main business income, and enterprises are encouraged to obtain the qualifications of independent R & D institutions, engineering laboratories, technology centers or high-tech enterprises at or above the provincial level.

Encourage enterprises to set up green factories

Encourage enterprises to build or participate in the joint construction of pilot platform

Main products have patents for technological inventions

At the time of declaration, the actual output of the previous year shall not be less than 50% of the actual production capacity of the same year.

Standard conditions for lithium battery industry (2024) (draft for soliciting opinions)

In order to strengthen the standardized management of the lithium-ion battery industry, guide the industry to speed up transformation, upgrading and structural adjustment, and promote the healthy development of China's lithium battery industry, in accordance with relevant national laws and regulations and industrial policies, the conditions of this standard are formulated in accordance with the principles of optimizing layout, standardizing order, ensuring safety, improving quality, encouraging innovation and classified guidance. The condition of this specification is a guiding document to encourage and guide the technological progress and normative development of the industry, and does not have the preposition and compulsion of administrative examination and approval.

I. Industrial layout and project establishment

(1) Lithium battery enterprises and projects shall meet the requirements of national laws and regulations on the development and utilization of resources, ecological environment protection, energy conservation management and production safety, as well as the national industrial policy and relevant industrial planning and layout requirements, meet the requirements of local land space planning and special planning for ecological environment protection, and meet the requirements of "three lines and one single" ecological environment zoning management and control.

(2) Lithium batteries and supporting projects shall not be built in areas where permanent basic farmland and ecological protection red lines are planned, and where the construction of industrial enterprises is prohibited by state laws, regulations and rules. The existing enterprises in the above-mentioned areas should be closed and dismantled in accordance with the requirements of laws and regulations, or strictly control the scale and move out step by step.

(3) to guide enterprises to reduce manufacturing projects that simply expand production capacity, strengthen technological innovation, improve product quality and reduce production costs.

II. Production, operation and technological level

(1) an enterprise shall have the following conditions: it shall be registered and established in accordance with the law within the territory of the people's Republic of China, and shall have the ability of independent production, sales and service of products related to the lithium battery industry; the annual cost for R & D and process improvement is not less than 3% of the main business income, and enterprises are encouraged to obtain the qualifications of independent R & D institutions, engineering laboratories, technology centers or high-tech enterprises at or above the provincial level. Encourage enterprises to establish green factories; encourage enterprises to build or participate in the joint construction of pilot platforms; major products have patents for technological inventions; and the actual output in the previous year is not less than 50% of the actual production capacity in the same year.

(2) Enterprises shall adopt production processes and equipment with advanced technology, energy saving and environmental protection, safety and stability, and high degree of intelligence, and meet the following requirements:

1. Single battery enterprises should have the ability to monitor the uniformity of electrode coating, and the control accuracy of electrode coating thickness and length is up to or better than 2 μ m and 1mm, respectively.

2. The single battery enterprise should have the ability to control the water content in the production process and the electrode drying technology under suitable conditions, and the precision of water content control is up to or better than that of 10ppm.

3. The single battery enterprise should have the ability to control the electrode burr in the shearing process, the control precision is up to or better than 1 μ m, the electrode alignment in the winding or lamination process should be controlled, and the control precision is up to or better than 0.1mm.

4. The single battery enterprise should have the ability to control the environmental conditions such as temperature, humidity and cleanliness during liquid injection, the dew point temperature ≤-30 ℃, and the on-line detection ability of internal short circuit high voltage test (HI-POT) after battery assembly.

5. Battery enterprises should have consistent control capabilities such as open-circuit voltage and internal resistance of single battery, with control accuracy up to or better than 1mV and 1m Ω respectively, and should have on-line detection capability and electrostatic protection capability of battery protection devices. The battery management system should have safety protection functions such as preventing overcharge, short circuit, overdischarge and so on.

6. Positive and negative material enterprises should have the ability to control harmful impurities, and the control precision is up to or better than 10ppb.

III. Product performance

(1) Battery

1. Consumer lithium battery. The energy density of single cell is ≥ 260Wh/kg, the energy density of battery pack is ≥ 200Wh/kg, and the bulk energy density of polymer single cell is ≥ 650Wh/L. The cycle life of single cell and battery pack is ≥ 800 times and the capacity retention rate is ≥ 80%.

2. Power lithium battery.

Small power lithium battery. The energy density of single cell is ≥ 140Wh/kg, and that of battery pack is ≥ 110Wh/kg. The cycle life of single battery is 1000 times and the capacity retention rate is ≥ 70%. The cycle life of battery pack is 800 times and the capacity retention rate is ≥ 70%.

High power lithium battery can be divided into energy type and power type. Among them, the energy density of the energy type single battery using ternary material (lithium nickel cobalt manganate) is ≥ 230Wh/kg, the energy density of the battery pack is ≥ 165 Whhand kg, and the lithium iron phosphate is used.RockncashThe energy density of the energy-type single cell of his material is ≥ 165Wh/kg, and the energy density of the battery pack is ≥ 120Wh/kg. 3. Energy storage lithium battery. The energy density of single cell is ≥ 155Wh/kg, and that of battery pack is ≥ 110Wh/kg. The single battery cycle life ≥ 6000 times and the capacity retention rate ≥ 80%, the battery pack cycle life ≥ 5000 times and the capacity retention rate ≥ 80%.

(2) cathode materials

The specific capacity of lithium iron phosphate ≥ 155mAh/g, the specific capacity of ternary materials ≥ 180mAh/g, the specific capacity of lithium cobalt oxide ≥ 165mAh/g, the specific capacity of lithium manganate ≥ 115mAh/g, the performance indicators of other cathode materials can refer to the above requirements.

(3) anode materials

Carbon (graphite) specific capacity ≥ 340mAh/g, amorphous carbon specific capacity ≥ 280mAh/g, silicon-carbon specific capacity ≥ 480mAh/g, other anode material performance index can refer to the above requirements.

(IV) diaphragm

1. Dry unidirectional tension: longitudinal tensile strength ≥ 120MPa, transverse tensile strength ≥ 10MPa, puncture strength ≥ 0.133N/ μ m.

2. Dry biaxial stretching: longitudinal tensile strength ≥ 110MPa, transverse tensile strength ≥ 25MPa, puncture strength ≥ 0.133N/ μ m.

3. Wet biaxial tension: longitudinal tensile strength ≥ 110MPa, transverse tensile strength ≥ 90MPa, puncture strength ≥ 0.204N/ μ m.

(5) electrolyte

Water content ≤ 20ppm, hydrogen fluoride content ≤ 50ppm, metal impurity sodium content ≤ 2ppm, other metal impurity single content ≤ 1ppm, sulfate ion content ≤ 10ppm, chloride ion content ≤ 5ppm.

IV. Safety and quality management

(1) Enterprises shall abide by the Law of the people's Republic of China on production Safety and other relevant laws and regulations on production safety, implement national or industry standards for ensuring production safety, strictly implement the requirements of the "three simultaneous" system for safety facilities of construction projects, and there are no general or above production safety accidents in that year or the previous year.

(2) Enterprises should establish and improve the responsibility system and rules and regulations for production safety, increase the input and guarantee of funds, materials, technology and personnel for production safety, improve the conditions for production safety, strengthen the information construction of production safety, establish traceability means for the safety and quality of product manufacturing, strengthen the education and training of employees in production safety, and build a dual prevention mechanism of safety risk control and hidden danger investigation and treatment. We will improve the risk prevention and resolution mechanism, carry out the construction of production safety standardization and reach the third level and above.

(3) Lithium battery enterprises shall strengthen the building of emergency handling capacity, formulate emergency plans for accidents and carry out regular drills, build a professional team for accident disposal, and be equipped with personnel and equipment commensurate with the scale of the enterprise.

(4) the safety of lithium battery products shall meet the requirements of relevant compulsory standards and shall be tested and qualified by testing institutions with corresponding qualifications. Enterprises are encouraged to formulate and implement product technical standards or specifications that are higher than national or industry standards.

Mandatory standards include, but are not limited to: safety Technical Specification for Lithium Ion batteries and batteries for Portable Electronic products (GB 31241), Safety requirements for Power batteries for Electric vehicles (GB 38031), Safety Technical Specification for Lithium Ion batteries and batteries for fixed Electronic Devices (GB40165), Safety Technical Specification for Lithium Ion batteries and batteries for Electric balance vehicles and Skateboards (GB 40559), Safety Technical Specification for Lithium Ion Battery for Electric Bicycle (GB 43854), Safety requirements for Lithium Battery and Battery Pack for Power Storage system, etc.

(v) the transport of lithium batteries shall meet the requirements of section 38.3 of section Ⅲ of the United Nations Manual on Tests and Standards. The packaging of lithium batteries for export shall meet the requirements of the Import and Export Commodity Inspection Law of the people's Republic of China and its implementing regulations.

Lithium batteries in air transport shall comply with the International Civil Aviation Organization (ICAO) Technical rules for the Safety of dangerous goods by Air and the regulations on the Administration of dangerous goods Transport by Civil Aviation of China, as well as the Code for Lithium Battery Air Transport (MH/T 1020) and the Code for testing Lithium batteries by Air Transport (MH/T1052).

Lithium batteries in railway transport should meet the relevant requirements such as the regulations on Safety Supervision and Administration of Railway dangerous goods Transportation, Railway dangerous goods Product list (TB/T 30006) and so on. When passing through the international intermodal transport of railways such as China-Europe trains, it shall also comply with the relevant provisions of international intermodal transport.

(6) the production, storage, use, recovery, disposal and disposal of lithium batteries shall comply with the relevant safety requirements of laws, regulations, standards and norms, and effective safety control measures shall be taken.

(7) the enterprise shall establish a quality management system. The quality management system at least includes quality control process, control procedures for preventing and detecting internal and external short circuit faults, test data and quality records, etc. The enterprise shall set up a quality inspection department with full-time inspection personnel. Encourage the adoption of third-party quality management system certification.

(8) Enterprises shall, in accordance with relevant policies and standards, encode lithium battery products and establish a full life cycle traceability system, strengthen the extension of producer responsibility, and encourage enterprises to apply active traceability technology.

V. Comprehensive utilization of resources and protection of the ecological environment

(1) Enterprises and projects shall comply with the land use standards issued by the state, strictly protect cultivated land and economize and intensive land use. Enterprises shall carry out environmental impact assessment of construction projects in accordance with the law, strictly implement the "three simultaneous" system of environmental protection facilities, and carry out completion acceptance of environmental protection facilities in accordance with the regulations.

(2) Enterprises shall apply for pollutant discharge permits in accordance with the law, discharge pollutants in accordance with the pollutant discharge permits, implement various environmental management requirements, and take effective measures to prevent pollution of soil and groundwater. Solid wastes such as waste organic solvents and waste batteries shall be collected, stored, transported, comprehensively utilized or treated innocuously in accordance with the law.

(3) Enterprises shall formulate indicators of unit consumption of products and energy consumption accounts, and shall not use backward energy-using equipment and production processes that have been explicitly eliminated by the state and seriously pollute the environment. Enterprises are encouraged to adjust their energy use structure, use photovoltaic and other clean energy, build applied industrial green microgrids, carry out research on the application of energy-saving technologies, formulate energy-saving rules and regulations, develop energy-saving commonalities and key technologies, and promote energy-saving technological innovation and achievement transformation.

(4) the comprehensive energy consumption per unit product of lithium battery manufacturing enterprises should be ≤ 400kgce/ ten thousand Ah. Comprehensive energy consumption per unit product of cathode material production enterprises ≤ 1400kgce/t. Comprehensive energy consumption per unit product of negative material production enterprises ≤ 3000kgce/t. The comprehensive energy consumption per unit product of the diaphragm production enterprise is ≤ 750kgce/ 10,000 m ². Comprehensive energy consumption per unit product of electrolyte production enterprises ≤ 50kgce/t.

(5) Enterprises shall, in accordance with the relevant provisions of the State, formulate emergency plans for environmental emergencies and properly handle environmental emergencies. Enterprises shall disclose environmental information in accordance with the relevant requirements of the Reform Plan of Environmental Information Disclosure system in accordance with the law. No major or above incidents of environmental pollution or ecological damage occurred in that year or the previous year.

(6) Enterprises shall establish an environmental management system and encourage the adoption of third-party environmental management system certification. Encourage enterprises to continue to carry out cleaner production audit work, cleaner production indicators should reach the "battery industry cleaner production evaluation index system" Ⅲ level or above.

(7) Enterprises shall carry out carbon footprint accounting for lithium batteries in accordance with relevant policies and standards. Enterprises are encouraged to increase the design of resource recovery and comprehensive utilization during the product research and development stage, and to strengthen the comprehensive management of life cycle resources such as the production, sale, use and comprehensive utilization of lithium batteries.

VI. Health and social responsibility

(1) Enterprises shall conduct occupational disease hazard assessment in accordance with the law, implement the requirements of the "three simultaneous" system of occupational disease prevention facilities, abide by the Law of the people's Republic of China on Occupational Disease Prevention and treatment, and implement national or industry standards for the protection of occupational health.

(2) Enterprises shall implement occupational disease prevention and management measures in accordance with the law, and strengthen the training of occupational protection and safety.

(3) the enterprise shall establish an occupational health and safety management system and encourage it to pass the certification of the third-party occupational health and safety management system.

(4) Enterprises shall pay taxes in accordance with the law and pay old-age insurance, medical insurance, industrial injury insurance, unemployment insurance, maternity insurance and housing accumulation fund for their employees on time and in full.

VII. Supervision and management

(1) the enterprise shall voluntarily compile the declaration materials in accordance with the conditions of this specification and submit them to the Ministry of Industry and Information Technology through the competent department of industry and information technology at the provincial level in accordance with the territorial principle. The competent departments of industry and information technology at all levels shall, together with the relevant departments, conduct on-the-spot verification of the implementation of the conditions of this specification by local enterprises. The Ministry of Industry and Information Technology organizes research institutions and testing institutions to inspect enterprises, regularly announces the list of enterprises that meet the requirements of this standard, and, in conjunction with relevant departments, organizes relevant institutions to conduct spot checks on the products of announced enterprises, implement social supervision and dynamic management.

(2) the announcement enterprise shall be disqualified for announcement under any of the following circumstances:

1. There is fraud in filling in the information.

2. Failure to submit self-examination materials and operation table on time

3. Refuse to accept supervision and inspection or fail to meet the standard conditions after inspection

4. Unqualified products for two consecutive spot checks

5. accidents of responsibility for quality, safety in production and pollution

6. Violation of laws, regulations and national industrial policy

7. Others that are unable to maintain the requirements of the standard conditions and management measures.

Before revoking the qualification of enterprise announcement, the Ministry of Industry and Information Technology shall inform the relevant enterprises in advance and listen to the statements and arguments of the relevant enterprises.

The application materials of an enterprise whose qualification for announcement has been revoked shall not be accepted within two years.

The list of standardized announcements and relevant supervision and inspection shall be announced to the public, and copied to the state investment, natural resources, ecological environment, emergency management, market supervision, financial supervision, energy and other departments.

(3) relevant research institutions, testing institutions and trade organizations shall assist the competent departments of the industry in the implementation, supervision and inspection of the conditions of this standard, and organize enterprises to strengthen coordination and self-discipline management.

VIII. Supplementary provisions

(1) the conditions of this specification are applicable to the manufacturers of lithium batteries, cathode materials, negative electrode materials, diaphragms and electrolytes. Lithium batteries under the conditions of this specification, if not specified, usually include single batteries (cells) and batteries (including battery modules and systems).

(2) Consumer lithium batteries mainly refer to lithium batteries used in mobile phones, tablet computers, notebook computers, wearable devices and other fields. Small power lithium battery mainly refers to the lithium battery used in electric bicycles, electric scooters, electric balance vehicles and other fields, the rated energy of the battery pack usually does not exceed 5kWh. High-power lithium battery mainly refers to the lithium battery used in electric vehicles, electric ships, electric aircraft and other fields. Energy storage lithium battery mainly refers to lithium battery used in household energy storage, industrial and commercial energy storage, new energy storage and other fields.

(3) if the standards and industry policies involved in the conditions of this specification are revised, they shall be implemented in accordance with the latest revised document.

(4) some of the process and technical indicators involved in the conditions of this specification, which need to be updated due to the rapid development of technology, will be issued in the form of repair orders.

(5) the conditions of this standard shall be implemented as of May XX, 2024, and shall be interpreted by the Ministry of Industry and Information Technology and revised in time in accordance with the development of the industry and the requirements of macro-control.
